===============================================================================

Rationale

The rating on Hitachi Capital Insurance Corp. (Hitachi Capital Insurance; A-/Stable/--) reflects explicit support from its parent company Hitachi Capital Corp. (Hitachi Capital; A-/Stable/A-2) in the form of guarantees on claim payments. Standard & Poor's Ratings Services believes that Hitachi Capital Insurance is a strategically important subsidiary of Hitachi Capital Corp. The parent company says it aims to establish a new revenue base by developing 'function-oriented businesses.' Hitachi Capital Corp. is shifting from generating sales through creating products to businesses that provide various functions, including credit insurance. Therefore, we believe the importance of its credit insurance business is growing. The parent company positions credit insurance as one of the new businesses that will allow Hitachi Capital Insurance to utilize its technological know-how and expertise in the leasing and credit businesses to expand in the area.

Hitachi Capital Insurance, on a stand-alone basis, has high-quality investment assets and strong capitalization. Hitachi Capital Insurance intends to enhance its niche market positions by leveraging its connections through the Hitachi group. However, the company's business franchise is limited to the Japanese non-life insurance market, which Standard & Poor's views as a weakness.

Hitachi Capital Insurance is the successor of the former Unum Japan Accident Insurance Co. Ltd. (Unum Japan), which was established by U.S.-based UnumProvident Corp. (UnumProvident; not rated) in 1994. Hitachi Capital, a major Japan-based leasing company within the Hitachi group, purchased the company in January 2004 and renamed it on April 1, 2004. Hitachi Capital has 79.4% ownership of the insurer and Sompo Japan Insurance Inc. (A+/Stable/--) has 20.6%. Sompo Japan supports Hitachi Capital Insurance by performing a range of business functions, including human resources, administration regarding notifications of claims from policyholders, and claims-handling services.

The company's main businesses had traditionally been long-term disability (LTD) insurance, which was inherited from Unum Japan, and fire insurance for housing loan borrowers. Following the insurer's review of its business structure in fiscal 2007 (ended March 31, 2008), credit insurance replaced fire insurance as the second pillar of the company's business after LTD insurance.

The company puts a higher weighting on safety and liquidity in investment assets, which account for 95.8% of its total assets and are mostly invested in deposits, Japanese government bonds, and highly rated corporate bonds. As such, the quality of its investment assets is high. The company's capitalization is solid, in light of risks relating to insurance policies and its investment assets; it had received a capital injection of JPY3.2 billion from its parent Hitachi Capital Corp in fiscal 2007. The company is likely to receive financial support from the parent when needed.

In fiscal 2010 (ended March 31, 2011), Hitachi Capital Insurance's net written premiums decreased by 0.5% from the previous fiscal year to JPY3.62 billion. Revenues from LTD increased, while credit insurance revenues decreased. Accordingly, LTD accounted for approximately 70% of net written premiums while credit insurance accounted for the remaining 30%. The insurer's loss ratio on a written base improved by 2.3 percentage points from the previous fiscal year to 38.5%, mainly due to lower loss payments on major credit insurance claims. Meanwhile, its expense ratio deteriorated by 0.8 percentage point to 43.8%. Accordingly, the insurer maintained its combined ratio at a favorable level at 82.3%. The company posted net losses for three consecutive years until fiscal 2007, but turned profitable from fiscal 2008 (ended March 31, 2009) after its business restructuring. In fiscal 2011 (ending March 31, 2012), due to its business' limited exposure to natural catastrophes, such as the Great East Japan Earthquake and the stable growth of LTD, we expect the company to maintain a net profit.

As for LTD, significant growth in insurance premiums paid by large organizations, such as corporations, is unlikely amid the current slow recovery in the Japanese economy. In addition, sales of LTD products to individual policyholders have become more competitive. Hitachi Capital Insurance has been reviewing insurance contracts with high loss ratios and strengthening its underwriting operations since fiscal 2007 to improve the profitability of its LTD business. These efforts have already proven effective to a certain degree. Hitachi Capital Insurance will be challenged to increase revenues from its two core businesses and bolster its risk management system, and raise revenues from the insurance business in a stable manner.

Standard & Poor's evaluates Hitachi Capital Insurance's Enterprise Risk Management as Adequate, as we see no material flaws in its management of the various risks that it undertakes.

Outlook

Given the explicit guarantee from Hitachi Capital Corp., the stable outlook on Hitachi Capital Insurance mirrors that on the parent. Any changes in the parent's ratings or outlook will be reflected in the rating on the insurer. We may also downgrade Hitachi Capital Insurance if there are any changes in terms of explicit support from Hitachi Capital, which is currently given in the form of guarantees, or if its status as a strategically important entity within the group changes.

A fresh appear at Ibiza | Honest Reviews Online

Ibiza has long been 1 in the world?s premier summer-sun vacation destinations, despite the fact that in recent years a lot of visitors (like myself) have been place off through the seedy Ibiza uncovered style publicity that the island has received. Thankfully, the White Island is now moving away from this tacky lads-on-holiday picture, and it is when once again attracting an a lot more up-market type of tourism.

This can be hardly surprising should you take a minute to contemplate what Ibiza can provide for the discerning visitor, with wonderful white beaches adored from the wealthy and popular for decades, unspoilt pine forests, white-washed villages, an entire range of restaurants supplying the most effective of planet cuisine, world-famous nightlife and a few in the friendliest locals you are going to ever meet.

Ibiza is again getting to be ?the spot to be noticed, so for all those after a piece from the limelight, strut your stuff by way of the old Ibiza institution Pacha, or possess a lengthy lunch around the seaside with the Jockey Club, and also you are assured to become rubbing shoulders together with the rich and popular.

If you are looking for a relaxing week away from it all, take my guidance and go in early May possibly; the climate is perfect, and the island is all but deserted in comparison with the madness of August. You are going to get stunning beaches all to yourselves, and great service in any way the dining establishments.

The level of service has improved tremendously also, with activities including water sports activities, hot air ballooning, mountain-biking, boat rental and yoga simple to find and well-priced. For the total rock-star service, I?d advise hiring a villa total with chef, maid and chauffeur; some villa rental agents are even supplying a concierge service by means of which it is possible to book tables at unique dining establishments, get VIP tickets for the greatest clubs or organize other solutions such as masseurs in your villa.

Should you be planning your summer holidays, assume twice before rejecting the concept of Ibiza as your chosen destinationI think you?ll discover yourselves as pleasantly shocked as I was.

Syria blames 'terrorists' for civilian massacre

U.S. officials say that dozens of people, including children, were killed by Syrian government forces in the central town of Houla. NBC's Richard Engel reports. Warning: Some of the images are disturbing.

By NBC News and msnbc.com news services

Updated at 4:26 p.m. ET -- Facing mounting international outrage over the killing of more than 100?people, including dozens of children,?in the restive town of Houla, Syria on Sunday accused rebels of carrying out the massacre.

Images of bloodied and lifeless young bodies, lain carefully side by side after the onslaught on Friday, triggered shock around the world and underlined the failure of a six-week-old U.N. cease-fire plan to stop the violence.

Syrian authorities blamed "terrorists" for the massacre, among the worst carnage in the 14-month-old uprising against President Bashar al-Assad, which has cost about 10,000 lives.

"Women, children and old men were shot dead. This is not the hallmark of the heroic Syrian army," Foreign Ministry spokesman Jihad Makdesi told reporters in Damascus.

Makdesi said Syrian security forces were in their local bases Friday when they were attacked by "hundreds of heavily armed gunmen" firing mortars, heavy machine guns and anti-tank missiles, staring a nine-hour battle that killed three soldiers and wounded 16.

Opposition activists said Assad's forces shelled Houla after a protest and then clashed with fighters from the Sunni Muslim-led insurgency.

Activists say Assad's ?shabbiha' militia, loyal to an establishment dominated by members of the minority Alawite sect, then hacked dozens of the victims to death, or shot them.

Maysara al-Hilawi said he saw the bodies of six children and their parents in a ransacked house in the town.

"The Abdelrazzak family house was the first one I entered. The children's corpses were piled on top of each other, either with their throats cut or shot at close range," Hilawi, an opposition activist, said by telephone from the area.

"I helped collect more than 100 bodies in the last two days, mostly women and children. The last were six members of the al-Kurdi family. A father and his five kids. The mother is missing," he said.

Damascus protesters shot dead
Syrian forces shot dead two men on Sunday at a protest in Damascus against the killings in Houla, opposition activists said. The men's funerals also turned into demonstrations.

Footage broadcast by activists in the Damascus suburb of Yalda showed a crowd of hundreds at one of the men's funerals shouting "the people want the downfall of the regime."

A picture released by the Syrian opposition's Shaam News Network allegedly shows smoke billowing following a blast targeting a Syrian security forces vehicle on the ringroad outside the Damascus Mazze district early Sunday.

U.N. military and civilian observers counted 32 children under 10 years old among at least 92 dead in Houla on Saturday. More bodies have since been found, activists said.

The observers confirmed the use of artillery, which only Assad's forces have, but did not say how all the victims died.

The U.N. Security Council held an emergency meeting Sunday to discuss the killings.

The head of the U.N. monitoring mission in Syria told the meeting?that at least 116 people were killed and 300 injured in the town , a diplomat told Reuters. Gen. Robert Mood, head of the U.N. observer mission in Syria, was speaking at the closed-door meeting via video link from Damascus.

On Saturday, the U.N. and Arab League's Syria envoy Kofi Annan and U.N. Secretary-General Ban Ki-moon accused the Syrian government of using artillery in populated areas.

"This appalling and brutal crime involving indiscriminate and disproportionate use of force is a flagrant violation of international law and of the commitments of the Syrian Government to cease the use of heavy weapons in population centers and violence in all its forms," they said in a joint statement.

Western countries and Arab states opposed to Assad put the blame for the deaths squarely on Damascus.

The Gulf Cooperation Council of Sunni-led monarchies accused Assad's soldiers of using excessive force and urged the international community to "assume its responsibilities to halt the daily bloodshed in Syria."

EU foreign policy chief Catherine Ashton spoke of a "heinous act perpetrated by the Syrian regime against its own civilian population" in a statement on Sunday. The head of the European parliament said it could amount to a war crime.

'Rule by murder'
"We are horrified by credible reports of targeting killing, including stabbing and ax attacks on women and children in Houla. These acts serve as a vile testament to an illegitimate regime that responds to peaceful political protest with unspeakable and inhuman brutality," U.S. National Security Council spokesman Tommy Vietor said Sunday.

U.S. Secretary of State Hillary Clinton demanded that those who carried out the killings be held to account.

"The United States will work with the international community to intensify our pressure on Assad and his cronies, whose rule by murder and fear must come to an end," she said.

France said it would call a meeting of the Friends of Syria, a group of Western and Arab countries keen to see Assad removed.

Britain said it would summon Syria's envoy over the massacre and that it would call for a meeting of the U.N. Security Council in coming days.

The United Arab Emirates requested an urgent meeting of the Arab League, whose head, Nabil Elaraby, urged the U.S. Security Council to stop the killing.

At U.N. headquarters, Russia's deputy U.N. ambassador Alexander Pankin told reporters as he headed into the closed-door Security Council meeting that "there is substantial ground to believe that the majority of those who were killed were either slashed, cut by knives, or executed at point-blank distance."

"We have to establish whether it was Syrian authorities ... before we agree on something," he said.

Russia has previously blamed both the government and Syrian rebels for causing the violence.

Former U.N. Secretary-General Annan is to brief the U.N. Security Council on Wednesday and is likely to be guided on who is responsible by reports from U.N. observers in Houla.

Although the cease-fire plan negotiated by Annan has failed to stop the violence, the United Nations is nearing full deployment of a 300-strong unarmed observer force meant to monitor a truce.

The plan calls for a truce, withdrawal of troops from cities and dialogue between government and opposition.

Syria calls the revolt a "terrorist" conspiracy run from abroad, a veiled reference to Sunni Muslim Gulf powers that want to see weapons provided to the insurgents.

The United Nations has accused Assad's forces and insurgents alike of grave human rights abuses, including summary executions and torture.

Obama says Vietnam veterans too often 'denigrated'

(AP Photo/Pablo Martinez Monsivais)

WASHINGTON (AP) ? President Barack Obama paid tribute Monday to the men and women who have died defending America, singling out Vietnam veterans as an under-appreciated and sometimes maligned group of war heroes and vowing that "it will not happen again."

"You were sometimes blamed for the misdeeds of a few," Obama said. "You came home and were sometimes denigrated when you should have been celebrated. It was a national shame, a disgrace that should have never happened."

Marking Memorial Day at both the Vietnam War Memorial and earlier at Arlington National Cemetery across the Potomac River from the capital, Obama noted that for the first time in nine years, "Americans are not fighting and dying in Iraq," and the nation was winding down its role in the conflict in Afghanistan.

"After a decade under the dark cloud of war, we can see the light of the new day on the horizon," Obama said to an audience gathered at the Arlington amphitheater lined with American flags under a warm, brilliant sun.

In this election year, Obama said the nation must remain committed to providing for the families of fallen soldiers and help returning service members seeking a job, higher education or health care benefits.

"As long as I'm president, we will make sure you and your loved ones will receive the benefits you've earned and the respect you deserve," Obama said. "America will be there for you."

Obama said sending troops into harm's way was "the most wrenching decision that I have to make. And I can promise you I will never do so unless it's absolutely necessary."

At the Vietnam War Memorial, Obama said of the veterans of that war served with "just as much patriotism and honor as any before you."

"When you came home, I know many of you put your medals away," he said. "You didn't talk too much about your service. As a consequence, the nation didn't always appreciate the chapter that came next." He said that although many Americans turned their back on Vietnam veterans, "you never turned your back on America."

As he seeks re-election, Obama has reminded audiences about the end of the war in Iraq and the move to bring all troops home from Afghanistan by 2014. And in a campaign ad released last week, he credits U.S. servicemen who helped in the raid that killed Osama bin Laden.

Republican presidential candidate Mitt Romney, meantime, promised to maintain an American military "with no comparable power anywhere in the world."

The presumptive Republican presidential nominee appeared with Sen. John McCain of Arizona, the GOP's 2008 presidential candidate, before a crowd in San Diego crowd estimated at 5,000 in what was billed as a Memorial Day service, not a campaign event. But Romney nevertheless drew clear contrasts with Obama. The former Massachusetts governor warned against shrinking America's military in Europe's image and said the nation must have the world's strongest military to win wars and prevent them.

A Bureau of Labor Statistics report in March found that 12.1 percent of U.S. Armed Forces veterans who served on active duty after September 2001 were unemployed in 2011. The unemployment rate for all veterans was 8.3 percent.

Veterans could play a significant role in the 2012 election. Exit polls in 2008 showed that Obama was supported by about 44 percent of voters who said they served in the military, while 54 percent voted for McCain, a former Navy pilot who was a prisoner of war for more than five years during the Vietnam War.

A poll released Monday by Gallup found that 58 percent of veterans support Romney and 34 percent back Obama. The results were based on a sample of 3,327 veterans who are registered voters and had a margin of error of 2 percentage points.

Several closely watched states in the election have large blocs of military voters. Florida, home to several military installations, has more than 1.6 million veterans, according to the Veterans Administration. Pennsylvania has nearly 1 million veterans, while Virginia and North Carolina each have about 800,000 veterans living in their states.

The president and first lady Michelle Obama started the day with a breakfast at the White House for families who have lost loved ones in combat.

Next Windows Phone ? Nokia Lumia 900

I feel like a charmed little princess.? Last week I got an e-mail from the lovely folks at Fleishman-Hillard letting me know that I was going to get my hands on a Nokia Lumia 900.

It came at just the right moment; the phone I?ve been using for about a year and a half (HTC HD7) was dying on me.? Spontaneously rebooting, broken proximity sensor, and a battery with only enough juice to move from plug to plug.

So I was in the market for a new mobile phone.? Was considering an iPhone because of how much I use my iPad and also the Lumia 900 since I was used to the Windows Phone 7 platform.? For a brief moment I considered dipping my toes into the Android territory, but I didn?t see any point in starting totally anew.

I?ve had the Lumia 900 for two days now, and I?ve been really pleased.? While I?ve been using the WP7 platform for awhile, the screen on the Lumia makes everything look so much better than on the HD7? leading to the live tiles and pictures popping out and making me want to stay engaged longer.

?

Picture from Lumia 900: How Nokia And Microsoft Become Disruptors

In the limited time so far (but long-time with WP7), this is what I like:

- Core phone functionality of SMS, Phone, E-mail (linked inboxes and separate inboxes? I have 5 e-mail accounts on this phone!) all work well and are easily accessible. I particularly like the integration of Windows Live Messenger, Facebook Chat, and SMS into one interface and an individual?s conversation history.

- For keeping-up-to-date with friends? posts on Facebook, Twitter, and LinkedIn the WP7 platform is definitely the best. It?s surprising how much activity you can glean by looking at the live tiles.? Putting your friends in groups and then pinning the group to your home screen creates a tile that refreshes with display pictures, status updates, tweets, and photos posted.?? This stuff flows through the phone in a well-integrated manner.

- Battery life. I turned on the phone, looked at the ?Battery Saver? setting and it told me that there was over 1 day of battery life remaining.? AMAZING!!? I?ve never had a smartphone that could last more than a day, though I suppose I?m a ?power user.?

- Screen.? I?ve already gushed about it but this is what is really making me love the phone. I like the vivid colors.

Lumia 900
Come on Microsoft, implement the ability to take a screenshot! (I had to use another camera to take this photo).

- Nokia Music + Zune.? The mix radio feature on Nokia Music lets you stream or download playlists of songs for many genres. Should be a good way to learn about new bands.? Combine that with the Zune music subscription (alas not available in Singapore) and you?ve basically got an infinite amount of music accessible on your device.

- Speed.? My HD7 was running on the same hardware as the HD2 (1ghz processor) which is 3 years old. The 1400 MHz processor on the Lumia 900 makes all the applications feel snappier.

- Office. Specifically the combination of OneNote and Skydrive.? I like being able to save documents to SkyDrive (7gb of internet storage ? ?the cloud?) and open them from anywhere. With OneNote it syncs anything you do back to your desktop / laptop machines too.? It?s like I can pretend to be productive!

I need more time to play with the camera.

If anyone has any questions, feel free to shoot some my way!

Personal Development Tips To Increase Personal Success | The ...

Read on to find out what other people do to gain success. Don?t think of your personal development as a journey with an end. Think of it as a permanent lifestyle change. Finding out how other people did things will make your own journey toward success that much easier.

In order to enhance your own personal development, work on becoming a leader. Leadership is generally approached as being influential. Examine your own past for the things that have affected your leadership potential. What experiences have had the greatest impact on your life? What kind of skills have you acquired? What attributes make you a good team player? You will know where your rightful position is in a team after you have answered these questions for yourself.

You should always be respectful towards people, no matter what power they hold or what they could do for you. How they are treated speaks more of you than them.

Have a notebook or a smartphone app to jot down notes wherever you go. Carrying a small notepad with you everywhere can be a great idea. Make sure to write down as many details as possible when a new idea comes to you so you can use them later.

Spend time with people who are like-minded to you. This will help to boost your self-esteem as well as give you a bit of a break from the kind of people that spend their time badmouthing your dreams and goals every chance that they get.

It?s a fact that you can?t please everyone, so you should try to make yourself happy first. You are responsible for your own personal happiness, but this shouldn?t be at the expense of other people?s feelings. If you are true to yourself and stick to your morals, you will end up happier on your path to personal development.

On the road to personal development, treat your body with respect. Listen to your body?s cues. If it tells you that it needs food, water or rest, LISTEN. If you listen to your body, you will be in better shape. By shying away from problems, your body will likely do the same in the future.

Dealing with situations rationally is a skill that you can learn from others or teach yourself. If you can keep your cool in times of stress, you can overcome a variety of obstacles. Take a few seconds to focus on your breathing.

Determine the things that you value so that you can better come up with an excellent personal development strategy for your needs. Focusing on areas contrary to your values does not make sense. Instead, take your energy and time and focus them on things that are aligned with your values. By doing so, you can make changes in your professional and personal life that will stick with you.

If you suffer from anxiety, try going to see a movie with a friend. This gives you the opportunity to engage in a social activity that does not have a lot of risk. It also helps you feel comfortable around crowds.

As stated in the introduction, personal development consists of expanding your knowledge. You must also be able to apply that knowledge. There are various ways you can begin to grow as a person. After you implement some of the hints and tips in the above article, you should notice an increase in your confidence levels.

Man says Ore. psychiatrist told him he wasn't gay

PORTLAND, Ore. (AP) ? Max Hirsh says he sensed something wasn't quite right when the psychiatrist focused on his failures with sports and teenage girls, as well as his deficient relationships with older men, particularly his father.

Hirsh became convinced of the psychiatrist's rationale for those questions by the fourth session, when he essentially told the openly gay Hirsh that his true sexuality was in the closet.

"But you're heterosexual," Hirsh recalls the psychiatrist telling him.

Hirsh insisted he was gay; the psychiatrist wasn't buying it.

"He said 'No,' like he had some extra information about my sexuality that I didn't," Hirsh said.

Hirsh, 22, contends the Oregon psychiatrist was practicing "conversion therapy" to change his sexual orientation. His experience is the subject of an ethics complaint filed this month by the Southern Poverty Law Center, which plans to take the same action in other states as part of a national campaign to stop therapists from trying to make gay people straight.

The complaint sent to the American Psychological Association and the Oregon Psychiatric Association arrived in what has become something of a watershed month for opponents of the form of psychotherapy. California legislators advanced a bill to the state senate that would ban children younger than 18 from receiving conversion therapy. And Dr. Robert Spitzer, a prominent retired psychiatrist, apologized to the gay community last week for a "fatal flaw" in his influential 2001 study that found conversion therapy to be a successful option for some people.

Hirsh's experience with the psychiatrist, who he was seeing because he was depressed, could not be independently verified. The Southern Poverty Law Center blacked out the doctor's name in a copy of the complaint supplied to journalists, and Hirsh and his lawyer would not identify the doctor. Christine Sun, the law center's deputy legal director, said the psychological associations require confidentiality when investigating complaints.

The American Psychological Association, in a 2009 resolution, said mental health professionals should not tell gay clients they can become straight because there is no solid proof that such a change is likely. The law center wants its anti-conversion effort to spur tougher restrictions and, down the road, more legislative action, such as what's occurring in California.

"Our immediate goal is for the APA to take these allegations seriously and ultimately ban conversion therapy by its members," Sun said.

Supporters of what is called reparative therapy contend the overwhelming majority of gay people are not born that way, and those who want to change should not be denied access to qualified professionals.

David Pickup, a Los Angeles-area counselor who specializes in reparative therapy, said he has helped many clients "maximize their heterosexual potential," when they have come to him because they believe there is a cause-and-effect reason, such as sexual abuse, for their same-sex attraction.

"It's a very tough, very emotional journey," he said.

Hirsh, in an interview from Eugene, where he studies physics and psychology at the University of Oregon, said he started seeing the psychiatrist while living in Portland in February 2011. He suffered from depression and wanted to improve his romantic relationships with men. Instead, the psychiatrist focused on potential reasons for the young man's same-sex attractions, and suggested Hirsh improve his relationship with his father, seek platonic friendships with male mentors and engage in team sports and other masculine pursuits.

The complaint specifies four alleged violations of medical ethics, including failing to provide treatment with informed consent.

Hirsh, who came out as gay at age 19, said he did not request a cure for his same-sex attraction and the psychiatrist did not advertise his use of conversion therapy.

In this aspect of the complaint, the law center has an unlikely ally in the National Association for Research and Therapy of Homosexuality, which supports reparative therapy.

David Pruden of Salt Lake City, the group's vice president of operations, said in an e-mail exchange that the therapy is ineffective if the patient does not want to change and it's "always unethical" for a mental health professional to attempt it without consent.

Frustrated with the psychiatrist's approach, Hirsh stopped his weekly sessions after six visits. He returned, however, because he was under pressure from his parents to see a therapist and the doctor called to reassure him he was OK with Hirsh being gay.

Hirsh said the psychiatrist abandoned the conversion-type talk for a string of sessions, but gradually reintroduced the same themes.

"It was clear that he wasn't actually, in any way, helping with my depression. I was feeling worse," he said.

Hirsh said he asked the psychiatrist for his thoughts on conversion therapy in August, during what proved to be their final session. The psychiatrist, according to Hirsh, acknowledged studying under a gay-conversion psychoanalyst during his residency. He explained that he didn't think he could personally change someone's sexuality, but felt concerns about the therapy were overblown.

"He said he expected conversion to become more popular in the future as the country becomes more conservative," Hirsh said.

Weekly US jobless aid applications dip to 370,000

(AP) ? The number of people seeking unemployment benefits changed little last week, signaling modest job growth.

The Labor Department said Thursday that weekly applications for benefits dipped by 2,000 to a seasonally adjusted 370,000.

Applications have leveled off this month after declining from April's five-month high of 392,000. The four-week average, a less volatile measure, has also dropped ? it was 370,000 last week.

The lower level indicates hiring could pick up in May from April's sluggish pace. When applications drop below 375,000 a week, it typically suggests hiring is strong enough to lower the unemployment rate.

Ian Shepherdson, an economist at High Frequency Economics, said applications should fall soon given that some recent data indicate the economy is improving.

"We think it is just a matter of time ... before claims start to drop back down again," he said in a note to clients.

Economists forecast employers have added 160,000 jobs this month. That's above April's gains but below the pace set this winter. The government will report next Friday on May job growth.

Some companies are launching mass layoffs. Hewlett-Packard Co.'s chief executive, Meg Whitman, said Wednesday that the company will cut 27,000 jobs, or 8 percent of its work force, over the next two years.

The unemployment rate has fallen from 9.1 percent in August to 8.1 percent last month.

Part of the reason for the drop is that employers have added a million jobs over the past five months. But it has also declined because some people gave up looking for work. The government only counts people as unemployed if they are actively looking for a job.

Hiring soared over the winter, when applications were dropping steadily. Job gains averaged 252,000 in the December-February period.

The pace of hiring slowed in March and April to an average of 135,000 jobs per month. That raised fears that the job market could be weakening.

Economists have cautioned that a warm winter led companies to move up some hiring and accelerate other activity that normally wouldn't occur until spring. That gave the appearance that the economy had strengthened in January and February and weakened in early spring.

And temporary layoffs stemming from spring holidays likely pushed unemployment benefit applications higher in April, economists noted.

The number of people receiving benefits is falling, partly because extended benefit programs are ending in many states. About 6.2 million people received benefits in the week ended May 5, the latest data available. That's a drop of 105,000 from the previous week.

Other economic data this week has been mixed.

Orders for long-lasting factory goods edged up slightly in April, according to a Commerce Department report released Thursday. But that was largely because of an increase in volatile demand for commercial aircraft.

A key category that tracks business investment spending fell for a second straight month.

New-home sales rose 3.3 percent in April from March, the government said Wednesday. That's a healthy jump and puts sales at the second-highest level in two years.

And sales of previously owned homes also rose in April, the government said Tuesday. The sales increase also boosted prices, which were 10.1 percent higher than 12 months earlier.
